What is a USAID Sub-Grant?
A USAID sub-grant (or sub-award) occurs when a prime implementing partner passes a portion of USAID funding to a local organisation — called a sub-recipient or sub-grantee — to implement specific programme activities. In Uganda, this is the primary mechanism through which USAID funding reaches local NGOs, community organisations, and government entities.
Critical point: The prime implementing partner remains fully responsible to USAID for how sub-grant funds are used — making sub-recipient monitoring and compliance a top risk management priority.
2 CFR Part 200 Requirements for Sub-Awards
- Written sub-award agreement required — cannot be verbal
- Sub-award must specify the amount, period of performance, and allowable activities
- Prime must conduct a risk assessment of sub-recipient before award
- Prime must monitor sub-recipient financial management and programme implementation
- Sub-recipient must maintain records for 3 years after final expenditure report
Sub-Award Documentation Requirements
- Signed sub-award agreement incorporating all required USAID clauses
- Sub-recipient risk assessment and due diligence file
- Approved sub-recipient budget by line item
- Monthly or quarterly financial reports from sub-recipient
- Bank transfer records evidencing all disbursements to sub-recipient
- Site visit reports documenting programme implementation
Common Sub-Award Compliance Failures Uganda
- No written sub-award agreement — verbal arrangements are not acceptable under USAID rules
- No risk assessment before awarding funds to local organisations
- Inadequate financial reporting from sub-recipient — accepting one-line summaries
- No site visits to verify programme activities
- Sub-recipient using USAID funds for ineligible costs without detecting it
