What is a Donor Sub-Grant?

A donor sub-grant (or sub-award) occurs when a prime implementing partner passes a portion of donor funding to a local organisation โ€” called a sub-recipient or sub-grantee โ€” to implement specific programme activities. In Uganda, this is the primary mechanism through which donor funding reaches local NGOs, community organisations, and government entities.

Critical point: The prime implementing partner remains fully responsible to the donor for how sub-grant funds are used โ€” making sub-recipient monitoring and compliance a top risk management priority.
