What is an EIA in Uganda?

An Environmental Impact Assessment (EIA) evaluates the potential environmental effects of a proposed project before it begins. In Uganda, EIAs are regulated by the National Environment Management Authority (NEMA) under the National Environment Act 2019.

The EIA Process in Uganda

  1. Screening โ€” NEMA determines whether full EIA or simplified process is needed
  2. Scoping โ€” terms of reference established for what must be assessed
  3. Study โ€” environmental consultant conducts baseline study and impact assessment
  4. Report preparation โ€” EIA report compiled and submitted to NEMA
  5. Public consultation โ€” affected communities given opportunity to comment
  6. NEMA review โ€” technical review taking 3 to 12 months depending on complexity
  7. Decision โ€” NEMA issues Certificate of Approval or rejection
