The salary you agree with a Ugandan employee is not the full cost of employing them. On top of gross pay, an employer carries statutory on-costs โ€” chiefly the 10% employer NSSF contribution โ€” plus the administrative cost of running compliant payroll. This guide breaks down the true, fully-loaded cost of a hire in Uganda, with worked examples.

The components of employer cost

Key point: the only mandatory statutory cost added above gross salary is the 10% employer NSSF. PAYE and the 5% employee NSSF come out of the employee's gross, so they affect take-home pay, not your cost above salary โ€” but you are legally responsible for deducting and remitting them.

Worked example: fully-loaded cost

Take an employee on a gross salary of UGX 2,000,000 per month.

ItemAmount / monthWho bears it
Gross salaryUGX 2,000,000Employer
Employer NSSF (10%)UGX 200,000Employer (added)
Employee NSSF (5%)UGX 100,000Employee (from gross)
PAYEโ‰ˆ UGX 502,000Employee (from gross)
Employer's total costโ‰ˆ UGX 2,200,000โ€”
Employee's net take-homeโ‰ˆ UGX 1,398,000โ€”

So a UGX 2,000,000 salary costs the employer about UGX 2,200,000 a month once employer NSSF is added โ€” roughly 10% above gross โ€” while the employee nets about UGX 1,398,000 after their own PAYE and NSSF. Use our PAYE calculator to run these numbers for any salary.

The 10% rule of thumb

As a planning shortcut, budget roughly gross salary + 10% for the mandatory employer cost in Uganda. That covers employer NSSF, which is the only large statutory add-on. Add your payroll-administration cost or EOR fee on top if you outsource compliance.

What about foreign hires?

For a foreign employee you also carry the work permit cost (varies by class โ€” see the work permit cost calculator) and any relocation support. The payroll mechanics are otherwise the same. If you have no Ugandan entity, an Employer of Record bundles all of this into one monthly figure.

Frequently asked questions

What is the total cost of employing someone in Uganda?

Above the gross salary, the main mandatory employer cost is the 10% employer NSSF contribution. As a rule of thumb, budget gross salary plus about 10%. PAYE and the 5% employee NSSF come out of the employee's gross, so they reduce take-home pay rather than adding to employer cost.

How much is employer NSSF in Uganda?

The employer contributes 10% of the employee's gross salary to NSSF, with no salary ceiling, on top of the 5% deducted from the employee โ€” a combined 15%. The 10% is the employer's added cost.

Is PAYE an employer cost in Uganda?

No โ€” PAYE is deducted from the employee's gross salary, so it lowers their take-home pay rather than adding to the employer's cost. The employer is, however, legally responsible for calculating, deducting and remitting it to URA.

What does it cost to employ a foreigner in Uganda?

The same payroll costs apply (gross plus 10% employer NSSF), plus the work permit fee for the relevant class and any relocation support. An Employer of Record can bundle these into a single monthly charge.

How do I calculate the exact employer cost for a salary?

Add the 10% employer NSSF to the gross salary for your baseline cost, then add any payroll-administration or EOR fee. Our PAYE calculator shows the employee-side deductions and net pay for any gross figure.
