Payroll for Remote Teams

Managing multi-currency transfers, local statutory tracking, and payroll stability for remote workers based in Uganda. If you want to hire in Uganda without spending three to six months building a legal subsidiary, remote teams payroll is central to the decision. This guide explains the mechanics, the statutory cost, and when an Employer of Record beats setting up your own entity.

The right structure is the one that lets you hire the people you need, when you need them, without inheriting risk you didn't price in. Below, the mechanics and the trade-offs are laid out plainly so you can make that call with confidence rather than guesswork.

The choice: local entity vs Employer of Record

The traditional route to hiring in Uganda is full incorporation: registering with the Uganda Registration Services Bureau (URSB), obtaining KCCA trading licences, registering with the URA, and linking to NSSF. That runway typically takes three to six months and carries ongoing accounting, secretarial and legal overhead.

An Employer of Record (EOR) bypasses that. The EOR is the legal local employer; you keep day-to-day direction of the staff. Onboarding can happen in days rather than months, with full compliance from the first payslip โ€” which is why remote teams payroll matters so much to foreign employers weighing speed against control.

How the EOR structure works legally

An EOR operates through three tiers: a Master Service Agreement between your organisation and the EOR; a local employment contract between the EOR and the Ugandan employee, mirroring the Employment Act; and day-to-day direction that stays with your management. Statutory obligations โ€” PAYE, NSSF, leave, termination โ€” sit with the EOR.

NSSF contributions total 15% of gross cash emoluments โ€” 5% deducted from the employee and 10% paid by the employer on top of gross pay. Following the NSSF Act reforms, mid-sized and eligible employers are in scope, so most formal payrolls must remit monthly.

Monthly chargeable income (UGX)PAYE rate
0 โ€“ 235,000Nil (tax-free)
235,001 โ€“ 335,00010% of the amount above 235,000
335,001 โ€“ 410,000UGX 10,000 + 20% of the amount above 335,000
410,001 โ€“ 10,000,000UGX 25,000 + 30% of the amount above 410,000
Above 10,000,00030% band + an extra 10% on the portion above 10,000,000 (effective 40% top marginal)

Uganda's Employment Act guarantees 21 days paid annual leave after a full continuous year, sick leave (broadly one month full pay then reduced pay on certification), 60 working days paid maternity leave, and 4 working days paid paternity leave. Termination requires justifiable cause and proper notice or pay in lieu.

Getting classification and cost right

The most expensive mistake foreign employers make is worker misclassification: treating someone as a contractor when the URA would see an employee, then facing back-taxes and penalties. Related to remote teams payroll, you also need a true cost-of-employment picture โ€” gross salary plus the 10% employer NSSF and any statutory extras โ€” not just headline pay. A good EOR gives you a clean gross-to-net figure up front and indemnifies you against classification risk, which is usually cheaper than discovering the liability in an audit.

EOR vs entity: a decision framework

Choosing between an Employer of Record and your own entity for remote teams payroll comes down to scale, speed and time horizon:

Many organisations start on an EOR to move fast, then convert to their own entity once headcount and permanence justify the overhead โ€” a sequence that keeps early risk low.

Frequently asked questions

What is remote teams payroll and when should I use it?

An Employer of Record legally employs staff in Uganda on your behalf so you can hire without setting up a subsidiary. Use it when you want to deploy in days, avoid three-to-six-month incorporation, or test the market before committing to a local entity.

How fast can an EOR onboard staff in Uganda?

Typically within days rather than the months a local incorporation takes, because the EOR is already a registered, compliant local employer handling PAYE, NSSF and contracts.

What does it really cost to employ someone in Uganda?

Budget the gross salary plus the 10% employer NSSF contribution and any statutory extras. PAYE is deducted from the employee, but the employer carries NSSF and administration on top of gross pay.

What's at stake with payroll

Payroll compliance in Uganda is where good intentions meet hard rules. Payroll for Remote Teams must satisfy PAYE and NSSF obligations on time, every time, or penalties and audit risk follow. A well-run, documented payroll is the cheapest insurance a business can buy against those costs.

Breaking down the deductions

Ugandan payslips carry PAYE, NSSF and Local Service Tax. PAYE runs on bands โ€” 0% to UGX 235,000, then 10%, 20%, 30%, plus 10% over UGX 10M. NSSF is 5% employee and 10% employer. Register new staff with NSSF inside 30 days and present a clear gross, deductions and net on every payslip so nothing is left unreconciled.

Mistakes to design out

The costly payroll errors in Uganda are systematic, not random: absent contracts, blown deadlines, late NSSF sign-up, misclassification, and unreconciled records. Because they are predictable, they are preventable โ€” a tight monthly process, backed by automation, designs them out.

The last step: disbursement

Paying staff is the final payroll step, and in Uganda it spans two channels. Salaried employees are generally paid into bank accounts; casual and field workers are often paid by mobile money for speed and reach. Whichever you use, the payment should be recorded with its gross, deductions and net so your books stay clean.

How Basket Advisory helps

Basket Advisory runs compliant payroll for businesses, NGOs and foreign employers across Uganda โ€” PAYE and NSSF handled, URA-ready schedules generated, and staff paid by bank or mobile money. Whether you are managing payroll for remote teams for a handful of staff or hundreds across several districts, the process is the same: accurate, compliant and fully documented.

Worked example: gross to net

Consider an employee earning UGX 1,000,000 gross per month. PAYE works out to UGX 202,000 (nil on the first 235,000, then 10%, 20% and 30% on the bands above). Employee NSSF is 5% (UGX 50,000), so net take-home is about UGX 748,000. The employer pays a further 10% NSSF (UGX 100,000) on top, making the true employer cost about UGX 1,100,000. This is the calculation that sits behind payroll for remote teams for every employee on the payroll.

Making it work for you

To get real value from payroll for remote teams, connect it to your wider objectives. A single process is rarely an end in itself; it supports financing, growth, compliance or partnerships down the line. Handling it thoroughly now builds the foundation those future opportunities depend on.

Practical next steps for Payroll for Remote Teams

The most useful thing you can do with payroll for remote teams is turn understanding into action. Identify which specific requirements apply to your circumstances, gather what you need, and work through the process while keeping a record of each step. If any part involves significant sums, tight deadlines or compliance risk, that is the point to bring in professional support rather than improvise.
