Legal Framework for Construction Safety in Uganda
- Occupational Safety and Health Act 2006: Primary legislation โ applies to all workplaces including construction sites. Requires employers to provide a safe work environment.
- Factories Act Cap 220: Applies to larger construction operations โ covers machinery safety, site welfare facilities, and inspections.
- Workers Compensation Act: Requires compensation for workers injured or killed at work.

- Site-specific Health and Safety Plan required before works commence
- Dedicated Safety Officer on all large construction sites
- PPE mandatory for all workers โ helmets, high-visibility vests, safety boots, gloves
- Monthly safety statistics reporting to client
- Accident investigation and reporting within 24 hours of major incidents
Minimum Site Safety Requirements Uganda
- PPE: Hard hats, high-visibility vests, safety boots for all site workers
- Signage: Clear warning signs, exclusion zones, emergency exits marked
- First aid: Stocked first aid kit and trained first aider on site at all times
- Excavation safety: Shoring or benching for any trench over 1.2 metres deep
- Welfare facilities: Clean drinking water, toilets, and washing facilities for all workers
Workers Compensation Rates Uganda
- Fatal accident: 60 months of the worker's earnings minimum
- Permanent total incapacity: 60 months of earnings
- Temporary incapacity: Wages paid for period of incapacity
